The All-Russian Higher League is the 4th stage of the Russian 68th Men's and 65th Women's Chess Championships. These two tournaments take place in Kaliningrad from June 21 (day of arrival) to July 2 (departure day) in Baltika Hotel (Moskovsky prospekt 375), and are 9-round Swiss with one rest day. 

The games are played on June 22-30 and July 1, with June 27 being a rest day. All games start at 4 pm Moscow time. 

Time control: 90 minutes for 40 moves, then 30 minutes for the rest of the game with the 30-second increment for each move. 

Being late up for the game to 15 minutes does not lead to losing by forfeit.

The players are not allowed to agree to draws until the move 40. 

Prize fund: 5,000,000 Roubles. 

Five top finishers of both players qualify for the Russian Championship Superfinals.
