Kramnik is 4th, Karjakin is 9th.

November FIDE ratings are published at the FIDE website. The World Champion Magnus Carlsen remains on top of the classical and rapid lists. His opponent in the World Championship match, Sergey Karjakin, is 9th. The highest rated Russian player Vladimir Kramnik is on 4th place.
